Benjamin Tallmadge, Chief of Intelligence for General George Washington, led the earliest espionage group in America.  Tallmadge served as a member of the Unityed States House of Representatives, President of the Society of Cincinnati, and president of the Branch of the Phoenix  Bank on which this check was signed.  A Benjamin Tallmadge autograph is a fantastic piece.
