Charles Robb was born in Illinois in 1848, and moved to California in 1871, where he settled at Emigrant Gap, Placer County, and engaged in mining for 6 months. From there he went to Reno, Nev. & worked for a year on the Central Pacific Railroad. Returned to Emigrant Gap, and worked as a fireman with the Central Pacific Railroad for 2 years. After 18 months, he became a conductor of a Freight train, and was later promoted to Conductor of a Passenger train on the railroad (renamed the Southern Pacific Railroad). 

The Acme Development Oil Company, was organized in part by his son-in-law, Daniel W. Carmichael, a noted figure in Sacramento history, who served as President of the Sacramento Chamber of Commerce.
